How to Assess a Singapore Landed Property Before Making an Offer

A proper landed property assessment should answer two different questions.

Is the existing house suitable for the intended occupants?

And is the underlying land appropriate for how the purchaser wants to use it, both now and in the future?

Neither a land PSF figure nor a marketing floor plan can fully answer both.

1. Verify the legal property

Start by confirming the property being purchased.

Review the title reference, tenure, registered land area, housing type, ownership restrictions and any relevant easements or encumbrances.

Land-titled and strata landed properties may have materially different ownership and management arrangements.

Foreign persons, including Singapore permanent residents for restricted residential property purposes, generally require SLA approval to acquire restricted landed residential property. Verify the purchaser's actual eligibility with SLA and the conveyancing lawyer before committing.

2. Assess the plot's dimensions and configuration

Gather the verified:

  • Land area.
  • Frontage.
  • Depth.
  • Boundary shape.
  • Road access.
  • Driveway arrangements.
  • Site levels.
  • Slope.
  • Drainage characteristics.
  • Existing retaining structures, where relevant.

An irregular plot is not automatically equivalent to a rectangular plot with the same land area.

Land configuration may affect the design of a future building, available outdoor space, parking and eventual resale appeal.

Do not use OneMap as a legally binding boundary survey. Where precise dimensions or possible encroachments matter, obtain the appropriate SLA records and engage a registered surveyor.

3. Check the applicable planning controls

Confirm the property's relevant Landed Housing Area designation and prevailing URA development-control requirements.

Relevant considerations may include:

  • Permissible landed housing type.
  • Building envelope.
  • Setbacks.
  • Height controls.
  • Road reserve requirements.
  • Site-specific restrictions.

A semi-detached house cannot automatically be converted into a detached house simply because the plot appears large enough.

A Qualified Person should evaluate the actual dimensions, designated controls and intended proposal. Approval is dependent on the relevant requirements.

4. Evaluate the existing building

For purchasers intending to occupy the existing home, building condition can materially affect the total cost of ownership.

Relevant checks may include:

  • Roof and waterproofing.
  • Water ingress.
  • Structural condition.
  • Electrical and plumbing systems.
  • Pest history.
  • Past alterations and approvals.
  • Maintenance requirements.

A recently renovated home may offer value through reduced disruption and shorter time to occupation.

For buyers intending to rebuild, the focus may shift towards land use, planning feasibility and the cost of the proposed works.

5. Establish a defensible market-price range

Use recent comparable URA transactions or REALIS data, which we also summarise in our market intelligence updates.

Compare properties by:

  • Housing type.
  • Tenure.
  • Transaction date.
  • Land area.
  • Land PSF.
  • Immediate location.
  • Frontage and plot shape.
  • Building age and condition.
  • Redevelopment characteristics.

URA's caveat-derived records are useful but may not include every transaction because caveat lodgement is voluntary.

Land PSF is calculated by dividing transaction consideration by the relevant land area.

Do not confuse land PSF with strata PSF or a price calculated using an estimated built-up area.

6. Assess financial and personal risks

Calculate the likely amount needed to make the property suitable for the intended use.

This includes the acquisition costs, repairs, renovation or rebuilding, financing and potential temporary accommodation.

Consider how much financial buffer remains after the purchase.

At the same time, assess whether the property actually meets the family's requirements.

An unusual layout may suit one household very well but appeal to a narrower buyer pool in future.

7. Understand valuation limitations

Automated estimates offer a starting point based on available data.

A professional valuation provides an opinion of value for a defined purpose and date.

An agent's market assessment considers comparable transactions, market competition and buyer demand.

These are different from the seller's asking price and the price ultimately agreed in a transaction.

A proper purchase decision should consider their respective roles and limitations.

Landed property assessment checklist

Before making a binding commitment, verify:

  • Address, lot and title.
  • Tenure and ownership type.
  • Land area, frontage and depth.
  • Plot configuration.
  • Road access and slope.
  • URA planning controls.
  • Road reserve implications.
  • Building condition.
  • Existing approvals.
  • Comparable transactions.
  • Land PSF.
  • Redevelopment feasibility.
  • Estimated works and completed cost.
  • Financing requirements.
  • Remaining liquidity.
  • Unresolved legal or technical matters.

Applying these checks to District 10

For a property around Namly, Lantana or Cypress, the investigation should focus on the actual road and lot.

Even within one enclave, land shape, frontage, access, site levels and current building condition can differ significantly.

A District 10 address is useful geographical information, but it is not a substitute for inspecting and verifying the individual property.
